About Caroline Haughey OBE KC

Caroline Haughey OBE KC is a criminal barrister undertaking all areas of prosecution,  defence and regulatory work with a specialism in modern slavery / human trafficking.  Having prosecuted the first slavery case in Britain in 2011 she subsequently was involved in the all parliamentary group advising on a proposed Modern Slavery Act.  She gave evidence before the committee, was involved in the drafting of the Act and at the request of the then Home Secretary Rt Hon Teresa May MP she conducted the “Haughey Independent review in the Modern Slavery Act 2015”. She was joint legal expert advisor on the 2019 Modern Slavery Act Review. She was the specialist advisor to the House of Lords Modern Slavery Act Committee 2024.

She  was a member of the Prime Ministers’ Modern Slavery Task Force and has prosecuted a number of legal firsts under the Act. - first victimless,  first child sex exploitation and first child labour exploitation cases. Caroline is also leading prosecution counsel in Operation Fort the largest human trafficking case in Europe and has been involved in numerous other modern slavery/ exploitation and trafficking cases.

She currently lectures both domestically and internationally  to government’s and justice system stakeholders on the drafting,  implementation and application of modern slavery legislation. She is a founder member of the Prosecutors Consortium a collective of criminal prosecutors from across the world who meet quarterly under the McCain Institute and Centre for Social Justice who share experience and knowledge in an effort to achieve better practice. Caroline also undertakes advisory work for corporate entities ensuring adherence of Modern Slavery Act 2015 transparency in supply chains section 54.
